Two points:
1) good projects must be presented in a way that is much easier to read and understand.
As it is not many will bear the pain to read through and understand the content.
2) the separation of people by safety net provision will become a deep and serious social rift:
- government employees get extra welfare benefits where other employees don't;
- most employees get salary or wage adjustment for inflation and etc but self employed people, farmers and casual workers don't;
- government pushes to collect more taxes by raising salary for public servants and employees will raise inflation (as businesses raise their prices to absorb to raise) and all people become poorer;
Yes, I do agree with community self-help local projects. They know better what they need and how to get it. ;-)
