Q : How could you identify the traits and behaviors of

      Thai high-leveled educational leaders which you

      believe  that  they will be able to bring educational output into

      ultimate goal - “Excellence Outstanding and Happiness in Life” 

      for the globalization age?

A : 

          In the present ,the educational system is transcend the heaviness of regional, colonial and  nationalistic histories which have strongly partitioned off the historical space. Accordingly, a global multi-level governance system in which world regions are becoming important is taking shape. The independent nation state is gradually vanishing and seeing its work as a way to take up challenges of the globalization movement that has a bearing on almost all aspects ,and suggests both direct and indirect effects of globalization on national education systems that centre around “identity, cohesion and purpose”, “competitiveness” and “centralization versus decentralization”. These three aspects can be related to the cultural, economic and political sphere, respectively.

Globalization comprises 3 factors, namely 1)the acceleration of international trade and exchanges,  2)changes in the distribution of economic and political  decision - making  power , and 3) the global dissemination of a dominant development model. Together, these 3 forces are undermining the importance of national economies and with it the traditional role of the  nation state.

           Since  Thailand    changed  from  an  absolutisms    to   a constitutional monarchy in 1932, education has always been regarded as an important means for national development  and has been controlled by the government through a number of planning instruments. While the formal planning process is ordered hierarchically, new ideas emerge in a complex consensus building process between  institutions. Schemes that are formulated. Although the report does not represent Fundamental changes are introduced through National Education Schemes formal policy statement of the Thai government, it reflects widespread consensus among leading Thai academics, industrialists and policy makers on the direction of future reform. The quest for a balance between inward and outward orientation figures high on the agenda and is circumscribed as the need for a “Thai way” and a new “development paradigm”, finding a “sustainable development”. There is a need for a new development paradigm to help the country envision that fully realizes its economic potentials and yet never loses sight of its social and cultural identity. Thailand have to focus on acquiring “sustainable development” with a stronger emphasis on social and environmental programs, while maintaining the countries competitive capabilities. These are  to describe as a conflict or dilemma is not actually phrased as such in Thai education policy documents.

            Now, Asean will begin a task of integrating its members by approving the master plan for turning the group into a community by 2015, attempting to develop ASEAN under  criticizing meaningfully 3  pillars (in Political and Security Pillar,) in Economic Pillar, and in Socio-Cultural Pillar) that involve the views of the ASEAN  educational development.

             Accordingly, It is not easy to answer this question of how are the traits and behaviors of Thai high-leveled educational leaders whom I believe that they will be able to bring  educational output into ultimate goal- “Excellence Outstanding and Happiness in Life” for the globalization age because the criteria to evaluate the leadership effectiveness should be  extended to  another characteristics  including 1) characteristics leaders  2) characteristics  followers , and 3) characteristics of situation. However,for answering  this question I would like to expose  keys’ traits and behaviors of Thai high-leveled educational  leaders  bringing  educational output into ultimate goal- “Excellence Outstanding and Happiness in Life” for the globalization age.

            I believe that leadership and networks should complement each other allowing of change and distribution among network members.       There are 2 level ; 1) societal level 2) organization level , exposing keys’ traits and behaviors of Thai high-leveled educational  leaders  bringing  educational output into ultimate goal- “Excellence Outstanding and Happiness in Life” for the globalization age are shown as following :

- The attributes of leadership can differentiate a specified culture

   and predict organization/societal.

 - Truthfulness; he adheres to truth,integrity,honesty,sincerity.

 - Training; he disciplines and restrains himself.

 - Endurance;he is tenacious and endures.

- Sacrifice; he is thoughtful and generous.

 

        - The behaviors of leadership can carry out :

       - Communicate organization/nation/global vision

       - Shape organization/nation/global strategy

       - Organizational/nation/global   

         norms,cultures,and practices affect

         leader’s attributes and

         behaviors ,and practices affect

         leader’s attributes and behaviors.

        - Use organizational influence

        - Ensure collaboration

        - Build organizational relationships and trust on global scale

   sustainability,creativity,and judgment.
