General Comments:
	The title did not fit to what it was done. This work are equivalent only to special problems assigned in BS class students. It did not contain high valuable information benefit to the world as it should be expected. I don't know score 78/100 is pass evaluation or not but the way weighted index was made is bad and lead to diaster of scientific circle.  Based on Reverse Threshold Model Theory, most thing in this world has only few limiting factor one at a time. But based on Rublic rules above, suppose they get all other cell full score but the last line the style is incorrect and if decision made on 70/100 then this paper will pass the evaluation. BUT if the last line is limiting factor then this paper even it got 95/100 but it should be rejected.
	Ofcause, I strongly disagree with several key performance weight. On the last item, I disagree to have weight because it can return to sender and ask them to correct it.  The same happen to question #2 in writing style, if they have spelling mistake, it can return to them to make correction.
	I totally disagree with quality of sources, old and new source should has zero effect to weight, most times old reference are better than new reference. The right choice should say “Did the authors gave original cited article and gave sufficient key stones article?”. Why? Because that is one of the most important to make respect to original. Also, some time, some work did not has any references closed to their work but it was a break thru of thechnology. If it was true then this item will destroy good scientist.
	I am also not satisfy with 6 questions given in body of the paper. Good paper may not follow those 6 questions at all.
	For the first item on introduction, again I did not agree with it. Some scientist may have different way to write their introduction but if follow this item they will get zero weight.

On conclusion, this rule are valuable to me because it made me know why my good paper was rejected by bad persons and bad publications. It used to be rejected based simply on:

1. Bad English and grammartically wrong.
2. Dubious
3. Did not used lotus 123 :(

All 3 reasons above are lame because bad english can be corrected easily. About dubious is simply accusation because the readers did not know about my work and on 3rd reason , it was unacceptible because it was proven that lotus123 is so lame compared to self sufficient and sustainable system I made.

	I have unbiased to this paper, score 78/100 is exactly score they deserve to get based on this lame rules. However, base on my RTMT this paper must be rejected because they are nonsense to be published and increase garbage knowledge to our world.
