fiction: Violence

The hypothesis:

In the very long distant country in a planet outside the earth's galaxy, the Milky Way, about a thousand years ago, there were battles.  Many people were killed and the capital city was partly destroyed.  The mourned citizens were in panic and fear everywhere for years. Small other crimes occurred nationwide and were out of control. The businesses, economy, and trading stopped growing. The most affected groups were always the poor.   
 
How did the violence happen? It was an old bad trick.
By feeding them with small amount of money, drugs, alcohol, entertainment, and lots of brain-washing info, the groups of scums, drug-addicts, and alcoholics were used by the influential authorities and tycoons to set many violent state crimes. By providing them easy access to the material they needed, once they started, they would continue and enjoy destroying. The picture showed that in their pockets, there were some drugs.  These kinds of persons can do almost everything without a second thought.
Why could these persons commit a crime without thinking of the punishment they would face after it.
One possible answer was, for the fact that the scums' lives were normally under threatened and controlled by some bad authorities, entering the battle field with a risk of their life meant nothing to them.
