ความคาดหวังของประชาคมระหว่างประเทศต่อรัฐไทยในการดำเนินการเคารพ คุ้มครอง และส่งเสริมสิทธิในสุขภาพตามกติกาและอนุสัญญาระหว่างประเทศ

3	รัฐภาคีควรรับรองสิทธิของแรงงานต่างด้าวในการเข้าถึงการบริการสาธารณสุข โดยเฉพาะยาต้านเชื้อไวรัสในผู้ติดเอดส์ (Anti-retroviral Therapy: ART)[2]	CESCR	ประเทศอังกฤษ
กฎหมายและการบังคับใช้กฎหมายภายในประเทศ ให้สอดคล้องกับกติกาและอนุสัญญาระหว่างประเทศ
4	รัฐภาคีควรสร้างมาตรการทางกฎหมายภายในประเทศ ให้เป็นไปในทิศทางเดียวกันกับกติกาและอนุสัญญาระหว่างประเทศ	CCPR CESCR CERD CEDAW CRC	ทุกประเทศภาคี
5	รัฐภาคีควรการันตีสิทธิของบุคคลที่ไม่ใช้ประชากรของรัฐ รวมไปถึงผู้ลี้ภัยและคนไร้รัฐ ในรัฐธรรมนูญด้วย[3]	CESCR	ประเทศจีน
6	รัฐภาคีควรผลักดันให้เกิดการปฏิบัติจริงตามเจตนารมณ์ของกฎหมายที่บัญญัติการไม่เลือกปฏิบัติ[4]	CERD	ประเทศเม็กซิโก
7	รัฐภาคีควรจัดหามาตรการที่เหมาะสมเพื่อดูแลสภาพความเป็นอยู่ของแรงงานต่างด้าวทั้งที่ขึ้นทะเบียนและไม่ได้ขึ้นทะเบียนด้วย โดยเฉพาะการประกันสุขภาพแรงงาน[5]	CERD	ประเทศเม็กซิโก
8	รัฐภาคีควรมีบทบัญญัติที่ให้การรับรองสิทธิของชนกลุ่มน้อยภายในรัฐด้วย แม้ว่าจะมีการบัญญัติอยู่แล้วว่าบุคคลย่อมเสมอกันตามกฎหมาย แต่ก็ยังไม่เพียงพอที่จะการันตีสิทธิมนุษยชนที่เท่าเทียมกัน ทางเศรษฐกิจ สังคม และวัฒนธรรม ของชนกลุ่มน้อยได้[6]	CESCR	ประเทศฝรั่งเศส
การจัดสรรงบประมาณ
9	รัฐภาคีควรจัดสรรงบประมาณที่เหมาะสมในให้บริการสาธารณสุข เพื่อให้เกิดการปฏิบัติตามพันธกรณีตามกติกาหรืออนุสัญญาระหว่างประเทศได้อย่างมีประสิทธิภาพ[7]	CRC CESCR	ประเทศไทย ประเทศจีน
10	รัฐภาคีไม่ควรแปรรูปการบริการด้านสาธารณสุขไปสู่ภาคเอกชนมากจนเกินไป เพราะจะทำให้ประชาชนชายขอบยิ่งเข้าไปถึงบริการที่มีแนวโน้มว่าจะแพงขึ้น หากการบริการสาธารณสุขกลายเป็นธุรกิจของภาคเอกชน[8]	CESCR	ประเทศฟิลิปปินส์ ประเทศเม็กซิโก
การแสวงหาร่วมมือทั้งภายในและภายนอกประเทศ
11	ความร่วมมือระหว่างภาคส่วนต่างๆ ภายในประเทศ เช่น ภาคราชการ ภาคประชาสังคม และภาควิชาการ เป็นต้น	CRC	ทุกประเทศภาคี
12	การแสวงหาความร่วมมือจากองค์กรระหว่างประเทศที่มีความชำนาญและเกี่ยวข้อง โดยเฉพาะการให้ความช่วยเหลือทางความรู้ด้านเทคนิค	CRC	ทุกประเทศภาคี
การสร้างกลไกในการติดตามการทำงานตามกติกาและอนุสัญญาระหว่างประเทศ
13	การมีกลไกในการติดตามการทำงาน ให้เป็นไปตามกติกาและอนุสัญญาระหว่างประเทศในทุกๆ ประเด็น	CRC	ทุกประเทศภาคี
การให้ความรู้แก่ประชาชนในเรื่องสิทธิที่ระบุในกติกาและอนุสัญญาระหว่างประเทศ
14	รัฐภาคีควรเผยแพร่ข้อมูลข่าวสารเกี่ยวกับกติกาและอนุสัญญาระหว่างประเทศ ในทุกๆ ประเด็น	CCPR CESCR CERD CEDAW CRC	ทุกประเทศภาคี
