The Outcomes comparison of International health policy implementing in Colombia, Chile, Costa Rica showed that The Social-and-Democrat international aid policy is better than Neoliberal policy. It recommended to implementing health care delivery in publicly oriented services. There are quality criteria for this as following:
Promoting a medical ideal compatible with the Hippocratic principles
Two health care models & 2 management rationales: for profit is not publicly oriented differing by their methods & techniques, according to whether profit is the mission or not.
Responsibility to secure access to decent quality health care with in a defined population
Integration of disease control with health care delivery
Co-management
Balance between efficacy & efficiency
Systemic management
