อยากเข้าใจ การทำงานชอง สพฐ.

I read สพฐ.ประกาศรายชื่อโรงเรียนคุณภาพ จำนวน 349 โรงเรียน https://www.kroobannok.com/90434 and I was puzzled by this 

..สำนักงานคณะกรรมการ การศึกษาขั้นพื้นฐาน ได้มอบหมายให้สำนักงานเขตพื้นที่การศึกษาดำเนินการดังนี้ 

๑. ลงพื้นที่สำรวจ วางแผนและ เตรียมความพร้อมจัดทำเผนที่ข้อมูลโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษา ๒. จัดทำรูปแบบ (Model) โรงเรียนคุณภาพของชุมชน สำหรับโรงเรียนระดับประถมศึกษา โรงเรียนมัธยมดีสี่มุมเมือง สำหรับโรงเรียนระดับมัธยมศึกษา และโรงเรียนที่มีความสามารถดำรงอยู่ได้อย่างมีคุณภาพ (Stand Alone) ๓. สรุปรูปแบบ (Model ลงพื้นที่จัดทำ แผนผังอาคารและสิ่งปลูกสร้างของโรงเรียนคุณภาพของชุมชน โรงเรียนมัธยมดีสี่มุมเมือง และโรงเรียนที่มี ความสามารถดำรงอยู่ได้อย่างมีคุณภาพ (Stand Alone) ..

[This is clearly 'a survey' for schools that meet ‘certain’ (but not specified) criteria (for ‘quality school’). No reference is given for definitions of โรงเรียนคุณภาพของชุมชน สำหรับโรงเรียนระดับประถมศึกษา โรงเรียนมัธยมดีสี่มุมเมือง สำหรับโรงเรียนระดับมัธยมศึกษา และโรงเรียนที่มีความสามารถดำรงอยู่ได้อย่างมีคุณภาพ (Stand Alone) - especially ‘ability to sustain that (stand alone) quality’. One cannot play a game without know the rules of the game.]

และมอบหมายให้สำนักงานเขตพื้นที่การศึกษาแจ้งโรงเรียน คุณภาพในสังกัด จำนวน ๓๔๙ โรงเรียน ดำเนินการจัดทำคำของบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. ๒๕๖๔ เพื่อขอรับการสนับสนุนงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ.๒๕๖๔ โดยสำนักงานเขตพื้นที่ การศึกษาได้มีหนังสือแจ้งขอเปลี่ยนแปลงรายชื่อโรงเรียนคุณภาพ ทั้งนี้ สำนักงานคณะกรรมการการศึกษา ขั้นพื้นฐาน ได้อนุมัติให้ดำเนินการเปลี่ยนแปลงรายชื่อโรงเรียนคุณภาพเรียบร้อยแล้ว นั้น

[There are 349 quality schools on the list that are eligible to claim for funding in the 2021 budget (the date of this official directive reference ศธ ๐๔๐๐๘.๑/ว๑๙๒ is 26 July 2022), and that สพฐ. has approved the (สำนักงานเขตพื้นที่การศึกษา) request to change the list. Again there are no justifications listed nor referenced for the change. This is about money and that money is to be spent -in the previous budget year- and MUST be spent by the end of October this year 2022 -no one will ask questions about it?-.]

[So what is the issue here? Accountability and Transparency! In the public service, taxpayers money must be accounted for - with justifications and references to legislation and/or authorities that authorize the transactions. Whether the money is in previous budgets or in the current budget, every amount (to 2 decimal digits) must be accounted for. The justifications for public service projects/schemes must also be accounted - their costs and benefits must be measured, monitored and assessed against certain specified criteria in accordance to the legislation or authorization orders. --Clear procedure and clear responsibility are the hallmark of good governance. And vice versa fuzzy procedure and fuzzy responsibility are the hallmark of corruption. In simple words - hiding is a sign of corruption.

No one give a thought about “loss opportunities” – if this money can be spent on other initiatives.]

สพฐ.คิดโครงการและชื่อโรงเรียนสวยหรู..แบบนี้..มาหลายครั้งแล้ว ล้มเหลวทุกครั้ง ครั้งนี้จะเป็นบทพิสูจน์อีกครั้ง หลังจากใช้งบประมาณมหาศาล..ในความเป็นไปได้ ก็เพื่อประหยัดงบประมาณและตอบโจทย์คุณภาพที่ตกต่ำ ที่สุดแล้วการบริหารจัดการอาจไม่ตอบสนองเป้าหมาย เพราะใช้เงินขับเคลื่อนที่ผิดวัฒนธรรมทางการศึกษา ร.ร.ขาดการพึ่งพาตนเองและนำไปสู่ความไม่เข้มแข็งในอนาคต สพฐ.ยังเข้าไม่ถึงร.ร.มากมายที่ดำรงอยู่ได้ โดยไม่จำเป็นต้องเป็นร.ร.ชายขอบ..ท้ายที่สุด..สพฐ.อาจคิดผิดที่คิดว่า..ร.ร.ใหญ่ใจกลางชุมชน…ซึ่งปกติ..ก็ยังมองไม่เห็นคุณภาพเลย แต่กลับคิดว่าถ้านำร.ร.เล็กๆในบริเวณใกล้เคียง ยุบควบรวมมาอยู่ด้วยกัน แล้วคุณภาพจะดีขึ้นด้วยเงินที่ทุ่มลงไป…หาก…ต่อไปเงินมีปัญหา…การศึกษาจะก้าวเดินอย่างไรหนอ
