ผมมีความเห็นเพิ่มเติมว่า แผนยุทธศาสตร์ไม่ว่าในระดับใด หากเป็นแผนระยะยาว ต้องใส่กลไกให้เป็นแผนที่มีการเรียนรู้และปรับตัว หากเป็นแผนที่แข็งทื่อตายตัว จะสร้างหายนะ

Doesn't ยุทธศาสตร์ means strategy or strategic plan - (here) to achieve certain 'national goals'?
What are Thailand's goals? Income equality? Education equality? Health Equality? Political stability? Defence sufficiency? Environment and other geo-physical goals? ...
Much depends on goal setting. Achieving these will be the job of tactical plans, technical manpower, fund and other resources including up-to-date knowhow and enviro-econo-social protection goals. These tactical activities would need to adopt and adapt to 'environmental' factors at the time. But the strategic goals (if set 'right') should not.
The life of the committee for strategic planning does need to be considered seriously too.
