Do we put "knowledge" on a truck and deliver it to people?
I think we should be talking (cultural) "change" in people. And we know a change can be a "defining moment" in one's life, or a "tipping point" in society (or culture).
By the way what do you mean by "management"? Promotion/demotion? acquiring/applying? ...
