เมื่อเร็วๆนี้มีโอกาส ต้องเป็นผู้แทนกรมอนามัย ไปร่วมในพิธีเปิดการอบรมหลักสูตรนานาชาติ ที่มหาวิทยาลัยมหิดล เลยเอาตัวอย่างมาให้ดูครับ เพื่อแลกเปลี่ยนเรียนรู้ครับ

Ladies and Gentlemen

 

On behalf of the Department of Health, which is the co-organizer of the International Training Course on Environmental Health Impact Assessment, I have a great pleasure and honor to share this opening session.

I like to point out here that, at present, many developing countries including Thailand are having increased environmental and health burden as the consequence of rapid economic growth, high population density and inadequate environmental and heath management. We have learnt our expensive lessons from the negative impacts of development policies and projects. Had we done proper decision, the avoidable negative impacts would not have occurred. The impacts needed to be assessed thoroughly before the development proposal has been approved, so that negative impacts can be reduced or avoided, positive impacts can be enhanced and the probability of sustainable development increased.

Decision tool such as Environmental Impact Assessment has been increasingly used as an aid to planning and decision-making but the health component of such assessments, however, is rather weak, hence the potential health effects of projects are insufficiently considered. Other decision tools such as Health Impact Assessment and Environmental Health Impact Assessment are available for bridging the gaps of insufficient consideration on health determinants. Environmental Health Impact Assessment can be seen as a process which combines both Environmental Impact Assessment and Health Impact Assessment when evaluating the impacts of a development, policy or plan on the environment and on health. It is necessary to have depth in both assessment aspects providing qualitative and quantitative evaluation processes for long-term, sustainable benefits. Environmental Health Impact Assessment applies to projects, plan and policies already ongoing as well as those currently under development.

 However, while the countries in our region are beginning to recognize the value of utilizing Environmental Health Impact Assessment as a tool in planning sustainable development, the limited capability in most countries (both to prepare , review and  analyze Environmental Health Impact Assessments) remains a serious constraint. This training course provide an opportunity for developers and decision makers in government agencies or private organizations to obtain valuable and relevant knowledge to undertake Environmental Health Impact Assessments for new or changes to development, policies and plans.

Today we can see that Department of Social and Environmental Medicine, Mahidol University which is a WHO Collaborating Center for Environmental Management for Disease Vector Control in Sustainable Development and the Department of Health, Ministry of Public Health have worked together on this training course to contribute to capacity building in Environmental Health Impact Assessment in our region by equipping professionals with knowledge and skill to conduct thorough environmental health impact assessment with a holistic view of health, health development, environmental health and healthy public policies. I hope that all of us who are here today will be looking at the future development of Environmental Health Impact Assessment in this region as well. It is my hope that this course acts as a catalyst for such programs and that the list of partners, nationally, regionally, and internationally continues to grow as we strengthen our capacity to sustain our development and protect our health.

Again, on behalf of Department of Health, I’d like to thank WHO for all the supports, and may I take this opportunity also to express my sincere appreciation for  Assoc. Prof. Dr. Wijitr Fungladda and his staff and all the speakers for their great efforts and inputs to this training course. The most important persons I have to thank are all the participants who enrolled in this course with the expectation to share and learn from each other to get the most out of this training course.

Finally, I would like to wish you all good health and I hope that this course will fulfill all of its objectives. I hope that those of you who came from abroad have a pleasant stay in Thailand during the training course and leaving for your homeland safely afterwards.
