3. Improving the quality of health care in LHS: clinical decision making, patient centredness, patient’s autonomy, reflexive practices
4. Supervision: definition of supervision & intervision, basic methodology
5. Coverage and access to health centers: improve access to care, improve coverage of preventive care
6. Coverage plan: concept and implementation; definition & goals, strategies (geographic spreading, extension by level of care, extension in checkerboard), integration (extension of the activity package: minimum interdependent set-up or MIS)
7. Pharmacy management: problem, Bamako initiative, pharmacy organization, management of funds, improved prescription, axis of pharmaceutical strategy
8. Financial management: cost recovery, system management of district finances
9. Human resource management: problem, strategies for managing HR, motivation, reorganization to improve HR utilization, teamwork
10. Information systems: IS component, information at HC & Hospital, epidemiology surveillance
11. Community participation: types, in HC, in hospital, in other settings, developing community participation in health facilities
12.The District Executive team and LHS team: function & member, strategies to set up LHS team
13. Strategies of LHS development: general priorities of strategic action, extension of coverage
14. How to manage the side-effects of the health sector reform locally: health care reform, health care privatization, cost recovery in MOH & municipality facilities, decentralization & deconcentration & municipalization
