Recommended reading for all 'teachers' and of course MoE personnel (big and small).
Somehow this question on the use of word xylo in "ossified xylo education structure" (in the .doc book) excaped me in my comment above. The word "xylo" is probably shortened from 'xylography' or 'xylographic' (in the sense of 'photocopying' or 'photocopied'; similar to the word 'xyrox' -- from the brand of a once popular brand of photocopiers; 'xylo' can mean engraved block of wood used for 'stamping' drawings in books in olden days).
But is this what Profession Praves wishes to convey?
