โพรโทคอล 2 สนธิสัญญาเจนีวา 1949 (รายละเอียดดูที่ http://www.icrc.org/ihl.nsf/WebList?ReadForm&id=475&t=art) ย้ำว่าเขตรักษาพยาบาล ต่อให้มีสงครามหรือสงครามกลางเมือง จะไม่โดนรบกวน

ข้อ 7 อย่ายุ่งกับคนป่วย "All the wounded, sick ... whether or not they have taken part in the armed conflict, shall be respected and protected"

ข้อ 9 อย่ายุ่งกับหน่วยรักษาพยาบาลที่มีสัญลักษณ์ชัดเจน "Medical units and transports shall be respected and protected at all times and shall not be the object of attack"

กฎเหล่านี้ ต้องทำ ต่อให้กฎหมายของประเทศไม่เขียนบอก
