People have different angles of their contemplation of using English. Learning English in Thailand is regarded as EFL not ESL. The aim is mainly focused on communication. As a result, it supports your thought of fluency and comunication skills in using language. The tendency of teaching English in Thailand is widely based on the purpose as mentioned. However, as the students study English in the advanced level, they have to cope with the problem of the standard exam such as TOEFL in terms of language complexity that is normally used in English speaking countries. Since such aspects of learning are never provided for them as well as they cannot acquire them in short time, there are many students suffered because of this cause. In my view, I agree with you for ignoring errors of grammar using in speaking but after the students can communicate in English fluently, the errors checking should be taken into account.
